CURRICULUM

This FULL day course provides a comprehensive understanding of risk management principles on trails, in Skills Parks and Bike Parks.

Participants gain an understanding of applicable standards, guidelines and other regulatory requirements and how they apply to parks and trails to uphold a Duty of Care to provide ‘a reasonably safe experience’ for the public. Participants gain a thorough understanding of the Occupiers Liability Act and the legal obligations for public usage in various recreational assets. We define the standard and relaxed Duty of Care, when they apply and how to determine what standard is required. Review of related legal case studies involving past occurrences on public trails and parks in Canada provide the legal precedence to formulate Best Management Practices that support a holistic Risk Management Strategy.

Our team works with municipal, regional, and provincial governments throughout BC to create comprehensive Safety Plans, providing real world examples used in this course. We’ll review these examples to identify unnecessary risk exposure and key areas of concern to determine methods and strategies that will uphold the legal obligation to provide reasonable measures of public safety.

The course content provides a thorough understanding of what is reasonable and acceptable on public lands whether urban, inter-urban or rural trails, skills parks and/or bike parks.

APPLICABLE FOR: This workshop is essential for land owners, land managers, park planners, operational managers and staff, and any government, club or association tasked with the management and oversight of recreational trails/skills parks/bike parks in the public realm.

TIMELINE:
This full day workshop delves into the key principles, laws and current standards to construct a knowledge based approach based on the context of site variables. We discuss the Occupiers Liability Act, case law and legal precedence and how this relates to our obligations as Occupiers, or legal caretakers of these assets. We leave ample time for discussion and how a risk management strategy applies to your particular situation.

COURSE MATERIALS:
Participants receive a 20 page booklet that includes essential course content including a summary of law in BC, several legal case studies, and recommended best practices. Additionally, the booklet contains a summary of current trail standards in BC, recommended design principles based on real world examples, systematic methods to assess and identify areas of concern with prevention strategies, and Provincial Regulations and Construction Guidelines.
